District 11

District 11, a place where most crops are grown, are given to the Capitol. In the book, The Hunger Games, the government was known for being harsh on the citizens. The book states a boy, who acted like a three year old, was shot for stealing a pair of night vision goggles and anyone that steal crops were whipped publicly.  Aside from the harsh government, this district is one of the poor district like Seam. During the reaping Rue, a young female kid that resemble Primrose, and Thresh, the silent strong male tribute, were selected to join The Hunger Games event.
